The Hammers have offered a fee which could eventually rise to £2m and any move would see them swoop for Green under the noses of Charlton.
Green, 26, has already held talks with the Addicks as he recovers from a torn groin muscle that ruled him out of England's World Cup campaign.
West Ham still have to agree personal terms with the player whose switch would also be subject to a medical.
Green has made 241 league and cup appearances for Norwich after coming through the youth system at Carrow Road.
